Admiral Gallery took the perspective of one of the old admirals that believed that the world was black and white. At one time it may have been. In the course of the events of the USS Pueblo, new ground was being charted about how to survive if taken hostage. It would seem that this book about the events, was something that he needed to vent about, and this is the place he did it. Great background for a question that still haunts the DoN.
