Yet, strangely enough, they have hitherto been neglected as subjects for historical investigation, so that the present volume, as far as the author's knowledge extends, is the first serious work done in the field. My attention was first directed to the war elections by Professor Edward Channing, to Whom I am glad to render cordial thanks.
