Dr. Kuyper showed by an appeal to the history of the controversy on education from 1830 to 1880 that nothing other has been meant in Holland by freedom of instruction or free school but indi vidual liberty to establish special schools, and thus freedom from being compelled to make use of the instruction provided by the State.
