That as the water, thus liberated from the main reservoir, has to flow for a distance of about 16 miles along the natural river bed before it is diverted therefrom and into the proposed canal-, tunneland syphon-line, it is on its course in the river bed and during the rainy season, exposed and subject to the inflow of and admixture with roily, or muddy water that may flow or seep from the large watershed, tributary on both sides to these 16 miles of riverbed; 126. That complainant, prior to the construction of the main Crystal Springs dam, conveyed the water of the original or upper Crystal Springs Reservoir directly into San Francisco, which reservoir, during rainy seasons, being often filled with roily water from its watershed, would and does retain the same in a turbid condition, frequently well into the summer season; 127. That the frequent complaints by rate payers in the respective districts of San Francisco, supplied with upper Crystal Springs water, about the turbidity of the same, did not cease until the construction and putting into service of the lower Crystal Springs dam and reservoir, to which latter the above upper Crystal Springs Reservoir then became tributary; 128.
