He (aid, that, for an ideal revenue of five or fix hundred thoufand pounds, fifteen millions had been already expended; that great profeflions had been made from the throne two years back, of what was to be done; but, inflead of finding them fulfilled, he per ceived that fallen er effigy? G/i triumplms with the miniltry; for that lait fummer Our coafis fwarmed with the American privateers and how much their force was dreaded by go vernment, he could prove, being himfelf an eye-witnefs of the fortification of Dublin harbour, which had never been deemed necefl'ary before, even in a war with our natural and mofi' inveterate enemies that, fo far from our fucceeding every campaign, in his Opinion the preferit meafures ferved only to lead to ar' eternity of war; that he could have no delight in the intel igence of the fuccefs of either force, as it mull naturally 'be deflru???tive of the deareft interefis of this country. His Lordihip faid, he had no obje???tion to the congratulatory compliments to his Majefiy contained in the addrefs, but wifhed heartily for the propofed amendment, thinking it the only liep that could lead to the wifhed-for re conciliation. He did this, he faid, with the greater readinefs, as he trufted it would be univerfally allowed that the propo fition came from the pureft and molt liberal motives and as the young nobleman by whom it was Offered was (0 circum fianced in point of fortune, family, and dignity, that it was impollible for any caufe to affe???t the {late in general, without havinga fimilar efi'e???t with refpe???t to him in particular, he therefore hoped the motion would be confidered by the Houfe with a more ferious degree of attention. He then went into the condd???t of the war during the three laft campaigns, and from the little efl'e???t which coercion had produced, as well as from the ties of humanity and relative duties, deduced the expediency of adopting the meafures recommended in the motion.
