Boards somewhat scuffed, some wear and small tears to spine edges. The author was Secretary of the Navy from 1897 to 1902. He discusses the build up of navy personnel, ships, and facilities during the 1880's and 1890's, and focusses on the navy's conduct during the Spanish-American War.
