The powers of the state board of health, with the exception of its examining functions, were intrusted to a department of public health, while the examining powers of the various health boards were intrusted to a department of registration and education, each department being under a director appointed by the governor with the advice and consent of the senate. " Business corporations and businesses often conducted by corporations are under the jurisdiction of four separate State officials, namely, the Secretary of State, the Auditor of Public Accounts, the Insurance Superintendent, and the State Public Utilities Commission.
