This committee consisted of Professor Charles Davies, LL.D., Chairman; Hon. Robert Hale, LL.D., and Professor James B. Thomson, LL.D. At the meeting of the National Association, held in Cleveland, Ohio, Aug, 1870, the Chairman presented the substance of the fol lowing report.
