This however was declined, and the Governor had to warn the negroes, as his predecessor had done, that the law would certainly be carried into execution by an adequate force, a threat which of course would have been useless if not backed by the presence. of an adequate force. The Governor therefore ordered an additional force to be sent to the place, so as to overawe any attempt at resistance which might be made. He at the same time got a Baptist minister who had used his influence on a former occasion to do so again, and doubtless his arguments were materially aided on both occasions by the presence of the adequate force. But the Governor's comments are worthy of attention: --"This case affords an illustration of the necessity in this country for a strong and efficient police force. Hartlands is within a few miles of Spanish Town, and I was able, therefore, to bring from Kingston a sufficient number of constables; but were a similar difficulty to occur in a distant part of the country, it, might be impossible to collect a sufficient force, and the apparent weakness of the Government would be a direct encouragement to the negroes to resist the law." So that it is manifest that the spirit of rebellion-was still so strong among the negroes, that they could only be restrained by the presence of an adequate force. And the late Governor, it was forgotten, had not such a force during martial law. The ordinary military force in the colony was but small, and the presence of the naval force more or less casual, and it will be seen that the present Governor stated the necessity for an increased military force in consequence of the disaffected condition of the negro, population.
