Although the possibility of a major military confrontation between East and West is now remote, threats to international order remain. In the short term, the main problem for Western security is the risk of inter-ethnic tension in Eastern Europe generating widespread violence and disruption. This report notes that the lack of West European consensus is reflected both in its response to the crisis in the East and in the faltering progress towards European Union exemplified by divisions over the Maastricht Treaty.
