On the second day of July 1792, Mr. Williams, (his Christian name is not given), presented to the First President, a letter of introduction from Henry Lee Governor of Virginia, favoring a desire on the part of the bearer, to paint the portrait of His Excellency. This, Washington refused, as appears by the following letter to the Governor dated at Philadelphia the following day, (July 3rd). "Dear Sir. Your letter of the 20th ultimo was presented to me yesterday by Mr. Williams, who as a professional man may or may not be for aught I know, a luminary of the first magnitude.
