This suggestion originated with the Business Committee Of the Council, and was put forward tentatively as a basis for discussion, and as such was approved by the General Meeting. The suggestion raises once more a very vexed question, and one which has from time to time agitated the minds of those who are desirous that the University should be permitted to escape from the more than theoretical thraldom in which She at present labours.
