This book introduces the concepts of environmental economics, as well as some basic concepts in law and economics. The perspective is welfarist (and yes, some of the ethical discussions surrounding utilitarianism are brought up). Throughout the book, basic concepts such as consumer surplus are introduced, and various legal doctrines are discussed. Many examples and case studies (from Europe as well as the US) are provided.
Or, to put it more succintly: it does what is says on the tin. This is an introduction to the Economic Analysis of Environmental Law and Policy. And, though it takes a very qualitative principle-based hand-waving approach (as opposed to presenting proper, testable mathematical models), it is a good one at that.
The environment would be a lot cleaner if only this was read (and understood) by policymakers and analysts.
