Sir.--I beg leave to report to Your Excellency the state of my troop, and as the system is so very imperfect beg you will recommend it being put on another establishment. As our clothing and appointments have arrived, providing the Government will furnish twent' horses and deduct the sixpence, the troop will be effective in a very short time.
