This came about when the second constitution of Pennsylvana (1790) was adopted. But Bryan paid the penalty meeted out to reactionaries. He was a conservative of the conservatives, and, if he lived today, would be irreverently dubbed a "standpatter." He was immensely tenacious of his purposes, and though his mind was active and alert in many directions, it was always under the obsession of a fixed idea, the "old constitution." Partly because he was not in the current of the new ideas, and was not very sympathetic to the vision of the "new empire of the West," he played no part upon the stage of national affairs. Almost his only evidence of patriotism, in a sense wider than the boundaries of his state, was his service as a delegate to the Stamp Act Congress of 1765. Certainly he made no such contributions to the history of America as those other great men of Pennsylvania, his contemporaries, Benjamin Franklin, James Wilson, Robert Morris, Thomas McKean, or John Dickinson. But it is to his immortal honor that he was the author of the state's act for the abolition of slavery in 1780. But in the smaller amphitheater of the state's affairs he bulked large almost all his life. Beginning as an importing merchant, and not very successful at that, he devoted many years to wide reading, and especially, we are told, to "an industrious study of the law." This served him in good stead when, after service in the Assembly, he was appointed a judge of the inferior courts and afterwards when he rose to the highest judicial honors in the commonwealth.
