SECTION TEN requires that freight shall be paid at the rate stated, according to weights ascertained by the earners, and gives them the right to charge for articles actually handled if shippers describe them falsely or erroneously. There were over one-hundred-and-twenty-thousand false descriptions given by merchants in our west bound business from New York City alone, in 1891. SECTION ELEVEN stipulates that when any part of the route is water, water carriers shall be entitled to the benefits of the bill of lading and be also exempted from loss or damage resulting from the perils of the lakes, seas, or other waters, and that such water earners shall in the event of loss or damage have the full benefit of any insurance that may have been effected upon or on account of said property. Every part of this clause has the sanction of various laws and decisions. This is the whole of the paper so severely criticised. For the Permanent Committee on Uniform Bill of Lading, G. R.
