The US President initiates a last ditch attempt to crush the illegal drug trade once and for all. The overall scenario is a little stretched but Forsyth writes a good compelling adventure story. What the story does make clear is that it is virtually impossible to stop the illegal drug trade using the methods which are currently in place!
