At the head of the list of persecuted men is the President himself. Every one has a right to walk into the White House, which is the President's private as well as his official residence. Mr. Lincoln is actuated by the highest motives in the distribution of office. All the vast patronage of tens of thousands of places, from the highest to the lowest, is his; and, instead of submitting the various claims to the heads of departments, the President seeks to investigate them, and to see all the candidates. Even his iron frame and robust constitution are affected by the process, which lasts all day, and is not over in the night or in the morning.
