Fair to poor. 568, tables, appendices, index, pp. 225-240 creased at lower inside corner, binding shaken, bds weak, discolor ins bds & flyleaves. Rough spot inside front board, some foxing to a few pages, boards and spine quite scuffed and edges worn, small tears at spine edges, board corners somewhat bumped, cloth on rear board creased. From 1903 to 1905, the author was Secretary of State for War in the British War Office. Scarce work.
