Excerpt from The American Review of Reviews, Vol. 64: July, 1921 The disarmament question has aspects, and it is under discussion everywhere. Its more immediate and concrete form in the United States, however, has had relation to the naval appropriation bill. The policy of continuing to enlarge and strengthen the United States Navy has, generally speaking, had the um questioned support of the Harding Adminis tration, and has commanded the adherence of more than a party majority in both Houses of the present Congress.' For' example, the naval bill as it passed the Senate on June 1 appropriated for' the imai'n tenance' and further expansion of our navy during the fiscal year beginning July I. This is the largest annual sum ever appropriated for navy purposes by any government except in war periods. The bill was passed by a vote of 54 to 17, with 38 Republicans and 16 Democrats voting for it, while against it were 12 Democrats and 5 Republicans.
