The state school fund and the county school fund are each apportioned in part on a per teacher basis, and in part on an average attendance basis. We need not repeat at this point the description of the method of computing average attendance, and average attendance grants, detailed earlier in the present account. The state school fund is apportioned annually by the superintendent of public instruction. The law of 1921 requires that the apportionment be made in the following manner: To every county and to every city and county $700 ($350,1920) for every teacher determined and assigned to it on average daily attendance as required by the provisions of section 1858 of the code, and after thus apportioning $700 ($350,1920)8-on the teacher basis, the superintendent of public instruction shall apportion the balance of the state school fund to the several counties or cities and counties according to their average daily attendance.4 1 Cali(ornia Statutes and Amendments, 1907. pp. 346-47, ch. 277; ibid., 1919, pp. 550-51.
