When, in 1866, Prince Charles was invested with the dignity of hereditary Prince of these countries, it was expressly stipulated on behalf of the Porte: --" that no treaty or convention can be directly "concluded by the Principalities with foreign Powers." This principle was to be relaxed only in favour of" arrange"ments of a local interest, between two neighbouring ad"ministrations, and not bearing the form of an official "treaty, or a political character1." With their accustomed patient pertinacity, the Principalities set to work to evade a provision which was conclusive proof, if proof were needed, of their lack of the characteristics of a Sovereign Power. They began by sending in their adhesion to the Geneva Convention; to which the Porte had long before acceded on behalf of its vassal States, as well as of itself2. They then began a series of negotiations, which Lord Derby described as "prompted rather by political than by "commercial considerations3," but which, thanks to the favour of the three great Empires, established the Roumanian right to make Treaties of Commerce4. 1 Firman of October 23, 1866.
