But the roots of the problem lie deeply embedded in the industrial structure - a structure which has passed its innovative phase and relies increasingly on public resources. Examining the failure of states in both Eastern and Western Europe, Janicke concludes that we face either a future of stagnation, or of stark deindustrialization, unless the political means are found to avoid the problems - from the destruction of the environment to unemployment - which face us all now.
