Excerpt from Some Applications of Satellite Radiation Observations to Climate Studies: September 1983 Largely as a result of the cloud-radiation feedback problem in climate studies there have been a number of recent attempts to use satellite observations to evaluate the effects of clouds on the radiation budget of the Earth-atmosphere system. Studies with some of the broad-band observations (e.g. Cess, 1976; Cess et al., 1982) indicate that for the earth as a whole the net effect of clouds is negligible, their albedo effect being approximately balanced by their greenhouse effect. Studies with radiation budget estimates from narrow - band observations (ohring and Clapp, 1980; Hartmann and Short, 1980; Ohring et al., 1981) suggest that the albedo effect of clouds dominates their greenhouse effect so that the net effect of clouds on the radiation budget is not at all negligible. Both Hartmann and Short (1980) and Ohring et al (1981) point out the importance of the large geographical variations in the cloud effects.
