For those jurisdictions that the office determined to have substantially implemented SORNA, we identified areas where the office has allowed for flexibility in meeting the act's requirements. For the remaining jurisdictions, we identified which requirements the office determined these jurisdictions had met and which they had not met. We then analyzed this information to identify any patterns across these requirements.
