From 2001 to 2009 he was the founding Director of the Center for Technology and National Security Policy at NDU. He previously served on the National Security Council staff as Special Assistant to the President and Senior Director for Defense Policy and Arms Control (1999-2001). Prior to that, he was Principal Deputy Director of the State Department s Policy Planning Staff (1993-1994). He was Deputy Staff Director and Legislative Director of the Senate Foreign Relations Committee (1980-1985) He served at the National Security Council from 1976 to 1977.
