Excerpt from Secretary Windom's Plan Concerning Silver This fallacy consists in taking as a basis of governmental action a misleading figure of speech, as if it were a literal fact, and sober substance. This figure of speech is in the words standard of value, as applied to an individual thing without reference to the whole amount of legal tender of which it forms a part, as if the unit of value were the measure of value. N 0 single thing can be made or provided in the law or even be conceived that can be a literal standard or measure of value. This refers not to the perfectness, the exactness, but to the existence at all of any one thing as a standard of the value of property. Neither a gold coin nor a silver coin nor anything else can possibly be such a standard. If it could be made, what a treasure it would be! It would deserve to be hung up by the side of that immortal gun that knew exactly every time whether to hit or to miss - a gun with an infallible judgment! There is indeed a standard of payments and such a. Stan dard is provided in the law of legal tender. There is a stan dard of coinage, and such a standard is provided in the mint law-a standard by which every coin struck shall be an exact counterpart of that standard and of every other coin of the same class. There is a unit of value provided also in the mint law in the sense of a unit of account. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books.
