When, in addition, the standard cost of every operation has been scientifically determined and the curve shows just how nearly the actual accomplishment approaches this standard, a spur is provided which insures the operation of that plant at the highest possible efficiency at all times. III. THE EXCEPTION PRINCIPLE We have already spoken of the value of having the superintendent free to devote his time to technical and other problems.
