But although a considerable body of historical evidence is consistent with the existence of scale and scope economies in research, econometric efforts to document their importance have generated surprisingly inconclusive and sometimes contradictory results. Evidence for the existence of spillovers, although quite compelling, is also unsatisfactorily incomplete given the importance of their role in modern theory.
