The revolt of September fourteenth may have been suggested by the feeling that Grant was relenting, based on the fact that in the course of the summer he had withdrawn all the Federal troops except a small garrison in New Orleans. Proof of the existence of a belief that Grant meant to leave the South alone is found in a letter from Kellogg to the President on August 19, in which he decries the industrious circulation of that impression.1 A certain restlessness in the city had been sufficiently manifest so that the militia was not sent to Coushatta until United States troops had arrived, while on September 2 patrols were massed to counteract the rumored movement of the White Leaguers.2 The Conservatives had been especially irritated by the seizure by National officials of arms, shipped to private citizens in New Orleans, presumably for the White League.3 They felt that there was no security for life or property unless they enjoyed their constitutional right to bear arms.1 They had been disarmed while passing along the street even on returning from a hunting excursion.2 A mass meeting of the citizens had been called on September 4 to condemn the action of the police in taking private property.3 It may be true, as Ogden claimed,4 that the masses did not know on the morning of the fourteenth of any purpose to overthrow the Kellogg government but underneath lay, undoubtedly, the determination to do so if a favorable opportunity presented.s 1 Sen.
