The driving force behind these laws are the worthy goals of ensuring not only that consumers have access to the programming they desire, but that they have a choice of provider in a competitive marketplace that fosters better content, more services, and lower prices. These laws have helped DISH Network and DIRECTV to offer pay-TV services to millions living in areas not previously served by other pay-TV providers. With provisions in STELA set to expire, approximately 1.5 million people would be harmed.
