In the case of vertical policy interdependence by contrast with horizontal interdependence, policy programmes can only be developed and implemented on a lower conflict level. Although the present state of the constitution is subject to much critism virtually no proposals for reform have been put forward. An analysis of the bureau- cratic and political interests tries to explain why.
