En todas las ???reas que el autor analiza, la caracter???stica m???s resaltante, luego de los estragos de las guerras de Independencia, es la de un pa???s absolutamente aislado, donde cada regi???n es una isla en s??? misma y donde se ponen de manifiesto las contradicciones propias de una rep???blica en ciernes, que ha luchado por darse leyes e instituciones, pero que debe enfrentarse no solo con los imperativos de la devastaci???n posterior a la guerra, sino con hombres y maneras personalistas de ser y de hacer que chocan con toda posibilidad efectiva de que las regulaciones novedosas desemboquen en la formaci???n de un Estado de derecho aceptado, acatado y vivido a plenitud. ???El saldo? La cohabitaci???n inc???moda de la legalidad reci???n fraguada con el imperativo de los poderes f???cticos, que predominan sobre el derecho y amenazan con hacer derivar la utop???a republicana en un archipi???lago de autocracias personalistas.
