St. Ignatius wrote to the Church at Philadelphia, ' The Lord forgives all those who are penitent, if in their penitence they have recourse to the unity of God and the council of the bishop.' 4 Tertullian, before he became a Montanist, spoke of the work of repentance as including the act of the penitent in' throwing himself on the ground before the presbyters.'1 St. Cyprian says, 'The remission accomplished by means of the priests is pleasing in the sight of the Lord.' 2 Origen, in spite of idiosyncrasies and changes in belief, acknowledged that the Christian priest can forgive sins.8 St Ambrose speaks of repentance and confession restoring to grace the baptized who have sinned, of the exercise of the forgiveness of sins by the power of the Holy Ghost, and of the act of the priest conveying the pardon of God.4 St. Chrysostom asserts that the powers of the clergy are greater than those of kings, since the acts of kings have value only on earth, while the forgiveness which the priest conveys extends also to heaven.6 St. Augustine,6 St. Jerome,7 St. Leo,8 and later writers generally associate forgiveness with the ministrations of the Church. 1 St. John xx. 21-23.
