Senators Glenn, Cohen, and Levin attended. The Senators were concerned with the destabilizing effect of the proliferation of real or potential capability for nuclear weapons production. The Senators also wanted to encourage the strengthening of an international nuclear consensus represented by the Nuclear Non-Proliferation Treaty and to support the International Atomic Energy Agency and its safeguards program.
