Long observed that the papers furnished as vouchers, were nothing more than mere receipts of money paid, in which the objects of the payments were not defined. That the contracts contemplated in the "es-timates" above mentioned, in numerous instances, embraced several sections, more or less remote from each other, and that payments respectively made, for work done on these sections could not be inferred from the returns of the Superintendent. For example, the first contract referred to in the "estimate of graduation on the first division," embraced section No. 1, at thirteen and an half cents per cubic yard: Section No. 2, at fourteen cents per yard: Section No. 9, at twenty cents per yard: Section No. 10, at the price last mentioned. The aggregate amount paid oa these sections, was $28,640, from which the particular amount, paid on any section, could not be inferred. The same was also true in relation to various other heavy contracts. Col. Long farther distinctly stated before the committee that, in regard to the returns of masonry, the quantity of work done was in no case exhibited, every column of the estimate, excepting those specifying the divisions and sections, exhibiting merely values in money, without any statement of the amount of work done, (See Document A. 2.)
