In this position, Dr. Payne was the head of U.S. delegation in numerous negotiations on BMD cooperation with the Russian Federation. Dr. Payne is the Chairman of the U.S. Strategic Command's Senior Advisory Group, Strategy and Policy Panel, editor-in-chief of Comparative Strategy: An International Journal, and co-chair of the U.S. Nuclear Strategy Forum. He served as a Commissioner on the bipartisan Congressional Commission on the Strategic Posture of the United States, the Secretary of State's International Security Advisory Board, as co-chairman of the Department of Defense's Deterrence Concepts Advisory Group. He was a primary contributor to the 2001 Nuclear Posture Review, and has served as a consultant to the White House Office of Science and Technology Policy, the Arms Control and Disarmament Agency, and participated in the 1998 "Rumsfeld Study" of missile proliferation.
