The concept of assessing quality of service (QoS) provision is often represented in many different ways by various specialists groups including, computer scientists, network engineers, network administrators, Internet services providers, and university business managers. Users' perception of telecommunications network infrastructure QoS provision is critical to successful business management operation of any organization. This work establishes the relationship between the user's perception of QoS and the network QoS parameters. It identifies the causal relationship between these entities such as a user's network usage behaviour and network parameters. By identifying what is causing what (i.e., is it a peak hour that degrades the network, is it a network setting that causes QoS degradation, etc). This work lays ground for further research in promoting developments of engineering techniques in conjunction with a merger between the engineering and business perspectives on the QoS provision. The research methodology may be easily adapted to any telecommunications network infrastructure in the world.
