Auch als Politiker blieb er unbequem. Gerade heute ist von dem Wegbereiter der Sozialen Marktwirtschaft viel zu lernen. Ludwig Erhards Ideen stehen im Zentrum der aktuellen Reformdebatte. Alfred C. Mierzejewski ist Professor für Geschichte an der University of North Texas. Zahlreiche Publikationen zur deutschen Wirtschaftsgeschichte im 20. Jahrhundert. Am 9. November 1918 lagen zwei grundverschiedene Männer in einem Militärlazarett. Der leichter Verletzte hatte ein zutiefst pessimistisches Menschenbild, wurde zum Diktator und Massenmörder und verknüpfte den Namen Deutschlands für lange Zeit mit entsetzlichen Greueln. Der schwerer Verletzte ließ sich von den Nazis niemals einbinden, sein Menschenbild war höchst optimistisch und er gab Deutschland nach der Niederlage durch das "Wirtschaftswunder" sein Selbstbewusstsein zurück. Über den einen wurde sehr viel geschrieben, über den anderen sehr wenig. Besser als mit dieser Kontastierung von Hitler und Erhard kann man eine Wirtschaftsbiographie (falls es dieses Genre gibt) wohl kaum eröffnen. Mierzejewski zeichnet Erhard als einen unabhängigen Denker, der selbst in der NS-Zeit seine marktwirtschaftlichen, liberalen Überzeugungen nach außen vertrat. Er verschafft einen Überblick über Erhards Credo, das sich immer wieder um den Wert der Freiheit dreht: Je freier der Markt sei, desto sozialer sei er auch, weil er die Bedürfnisse der Menschen befriedige und ihren Lebensstandard hebe. Da Freiheit unteilbar sei, seien jegliche Eingriffe, ob vom Staat oder von Interessensgruppen, gefährlich und verwerflich. Garant für die Freiheit sei das Eigentum, das ein Mensch allerdings durch Sparen und nicht durch Beihilfe vom Staat erwerben solle. Die Freiheit von der Tyrannei kleinlicher Beamter gestatte dem Einzelnen ein Leben in Würde und Selbstachtung. Ein starker Staat indes sei deshalb vonnöten, damit die Menschen nicht von jenen in ihrer Freiheit beschnitten würden, die ihre eigene Freiheit missbrauchten. Das waren einige der Grundsteine, auf denen Erhard sein Wirtschaftswunder aufbaute-und mit denen er als Kanzler schließlich doch scheiterte. Auch die Gründe dieses Scheiterns erläutert Mierzejewski ausführlich: Zum Teil erkennt er Mobbing und Intrigen durch andere CDU-Granden wie Adenauer, Strauß und Barzel als Ursachen. Auch die USA waren Deutschland zu Erhards Zeit nur begrenzt von Hilfe, Präsident Johnson ging gar so weit, den Kanzler, den er als eine Art Untertan sah, im Weißen Haus körperlich zu bedrohen. Aber mehr noch sieht Mierzejewski die Schuld bei der deutschen Bevölkerung. Diese war zum einen einen starken Führer gewohnt; eine Rolle, die Erhard nie spielen wollte. Zum anderen hatte sie Erhards wirtschaftliche Konzepte nie wirklich verstanden, sondern nur ob es ihnen selbst gerade gut ging oder nicht, und schon bei den kleinsten Anzeichen einer ökonomischen Verschlechterung (in diesem Fall ausgelöst durch Adenauers Günstlingswirtschaft, die Ausdehnung der Sozialleistungen und zahlreiche Wahlgeschenke der CDU an die verschiedensten Lobbys) verfielen Journalisten und Bürger in Krisenpanik, als ob ein neues 1929 drohe. So scheiterte Erhards Versuch, die Interessensgruppen zurückzudrängen und mit einer "formierten Gesellschaft" dem Wähler mehr politische Mitwirkung zu verschaffen sowie staatsbürgerliche Tugenden zu entwickeln, die einer Zerrüttung der Moral durch den um sich greifenden Materialismus entgegenwirken sollten: "Die Masse der Menschen maß Wohlstand allein an materiellen Dingen, die politische Klasse hingegen war vollauf damit beschäftigt, sich im Machtkampf eine günstige Ausgangsposition zu verschaffen...
