Excerpt from Letter to the Honourable and Right Reverend the Lord Bishop of Durham, President of the Society for Bettering the Condition of the Poor: On the Principle and Detail of the Measures Now Under the Consideration of Parliament, for Promoting and Encouraging Industry, and for the Relief and Regulation of the Poor The subject of the following Letter was intended to have been reserved for the leisure of the summer vacation; when time and Opportunity might have been obtained, for more attentively examining the merits and demerits of the Bill in question, and for more deliberately weighing any observations which might be submitted to the Public. It appearing, however, from what passed in the House of Commons on the 13th of April, that it was intended to press an immediate Decision on the Subject, the Author conceived it to be his duty to offer his immediate testimony on the subject, though given in haste, and under disadvantage and inconvenience. The first Edition was ready for publication on the 27th of April, when the Subject was to have come before the House, but for the Prorogation of Parliament.
