El presente libro es una recopilaci???n de ensayos de diversos autores sobre el inicio del proceso de independencia y de construcci???n del Estado Constitucional en Venezuela y, en consecuencia, en toda la Am???rica Hispana, desarrollado entre 1810 y 1812, y en los cuales se refleja que el mismo fue un proceso que fue enteramente obra de civiles, y no de militares. En otras palabras, en el inicio del proceso de independencia y del dise???o del Estado constitucional de nuestros pa???ses no hubo participaci???n ni intervenci???n militar alguna. El proceso fue enteramente obra de civiles, y de civiles bien ilustrados, formados en nuestras tierras, quienes armados con los principios del constitucionalismo moderno que ven???an de emanar de las revoluciones norteamericana y francesa de finales del siglo XVIII, se pusieron a concebir un Estado constitucional moderno de las ruinas del r???gimen colonial espa???ol. Antes, ello s???lo hab???a ocurrido en la historia moderna, en los Estados Unidos de Norteam???rica. Dichos pr???ceres civiles fueron entonces quienes pusieron en marcha en abril de 1810, el proceso de la independencia de la Am???rica Hispana, lo que ocurri??? incluso en las que hab???an sido de las Provincias m???s pobres del Continente, como eran las que conformaban la Capitan???a General de Venezuela, en las cuales hasta 1808 ni siquiera hab???a imprenta, y los libros prohibidos por la Inquisici???n, que eran todos los ilustrados y que sirvieron de inspiraci???n para el dise???o constitucional, solo penetraban y circulaban clandestinamente y de contrabando. Fueron por tanto los civiles miembros del Cabildo metropolitano de Caracas, quienes el 19 de abril de 1810 depusieron al Gobernador y Capit???n General Vicente de Emparan; habiendo sido ellos mismos, junto con otros civiles incorporados de improviso, quienes se erigieron en Junta Suprema de Caracas conservadora de los derechos de Fernando VII, pero bien r???pidamente para terminar estableciendo un nuevo gobierno civil independiente de Espa???a. Ello condujo a la convocatoria, en junio de 1810, de elecciones generales de diputados para integrar el Congreso General de las Provincias de Venezuela, el cual se instal??? en marzo de 1811; y al cual correspondi??? sancionar sucesivamente una Declaraci???n de Derechos del Pueblo el 1??? de julio de 1811, que fue la primera emitida en el mundo despu???s de las declaraciones norteamericana y francesa; la Independencia de Venezuela de Espa???a el 5 de julio de 1811, que fue la primera declaraci???n de este tipo en toda la Am???rica espa???ola; y la Constituci???n federal de las Provincias Unidas de Venezuela del 21 de diciembre de 1811, que fue la primera de todas las Constituciones de Am???rica Latina, estableciendo un Estado constitucional moderno, antes, incluso de que las Cortes de C???diz sancionaran el 19 de marzo de 1812, la Constituci???n de la Monarqu???a espa???ola
