En fait, avec les annees qui passent, on assiste a la deconstruction, a la destruction des nations, sans que rien ne vienne les remplacer. Et l'on peut meme se demander, hypothese encore plus terrible, mais vraisemblable, si faire l'Europe ne consiste pas, en fait, a detruire les nations. L'historien allemand Rudolf von Thadden l'avait dit sans prendre de gants: Pour faire l'Europe, il faut defaire un peu la France . La construction europeenne fut fondee, des l'origine, sur l'idee d'une renonciation a l'exercice de la souverainete, sous pretexte que certains pays europeens, l'Allemagne, en particulier, avait cede, entre 1914 et 1945, au vertige de la puissance. On avait libere les nations mais pour, aussitot, les demanteler a nouveau. Confondant la puissance et la souverainete, on s'imaginait que l'equilibre des puissances passait desormais par l'abolition des souverainetes. Comme le montre Pierre Hillard, jeune et brillant connaisseur de l'Allemagne et des affaires europeennes, on a, par cette politique de gribouille, permis a des forces fascistes et imperiales de revenir sur le devant de la scene. Son nouvel ouvrage est l'occasion, pour lui, d'elargir le champ de son enquete: derriere le morcellement territorial des Etats, on ne retrouve pas seulement des organisations heritieres du national-socialisme et des mouvements ethno-racistes, largement decrits dans son Enquete sur le plan allemand qui va bouleverser l'Europe: on recense, en fait, de multiples courants qui, de la droite a la gauche, militent pour la destruction des nations et, quelquefois consciemment, font le jeu de la mondialisation economique et politique, qui est, en fait, le produit du basculement des Etats-Unis d'Amerique dans l'imperialisme, comme l'avouent ouvertement les ideologues du gouvernement Bush. Pierre Hillard montre comment l'atlantisme, qui n'avait plus de raison d'etre apres la fin de la guerre froide, est devenu l'instrument de ce mondialisme que pronait, des son election a la presidence de la Republique, le pere de l'Europe actuelle, Valery Giscard d'Estaing. Chercheur scrupuleux, Pierre Hillard reconstitue un certain nombre de reseaux et identifie les fondations qui, en Europe et aux Etats-Unis, s'emploient a saper les principes memes de la souverainete des Etats, au nom des droits des minorites et au service du capitalisme predateur qui caracterise notre epoque, toutes ces tendances faisant le jeu de l'hegemonie americaine. Une hegemonie que Zbigniew Brzezinski decrivait, en 1997, dans un cadre spenglerien: la vocation americaine est desormais de controler l'Eurasie, pour realiser l'empire occidental. C'est la logique mortifere d'une Europe carolingienne a la fois impuissante diplomatiquement et ravagee par les desordres economiques qu'engendre l'ordre americain pour detruire la seule Europe possible, celle des souverainetes pleinement exercees par des Etats nationaux, coexistant dans la paix et la prosperite. L'auteur de ce livre s'affirme de plus en plus, en effet, comme un observateur tres precieux de la politique internationale. La clarte et la precision de ses analyses sont le meilleur antidote aux tours de passe-passe ideologiques dont se servent les manipulateurs de la democratie.
