The above question can be answered either by considering the elements one by one in a process of elimination, or by assum ing that there will be little discussion or difference of Opinion regarding those which are fairly satisfactory and considerable discussion, in a wide awake service, regarding any that are generally regarded as unsatisfactory. The type of mortar used in eighty per cent of the emplace ments in the United States was adopted twenty-two years ago.
