"In early eighteenth-century Ireland, a group of Irish Protesant leaders determined that the recurrent cycle of rebellion, suppression and confiscation that had plagued the country for much of the previous century should be brought to an end. They persuaded themselves that the only way to ensure the future security and prosperity of their community was both to suppress the Catholic majority and to establish some form of institutionalized protect against perceived misguided interference in their affairs by the English government.
