HOME HEALTH ADMINISTRATION MANUAL is a comprehensive policy manual that presents specific, authoritative guidance for the successful administration and management of a home health agency. The Manual is written for use by either hospital-based or freestanding home health agencies seeking to attain ormaintain Medicare certification. Because a policy manual is also required of agencies seeking accreditation from the Joint Commission on Accreditation of Healthcare Organizations (JCAHO) or Community Health Accreditation Program (CHAP), agencies may adopt the Manual as their policy manual as is or modify the policies to meet accreditation standards. The Manual is divided into two sections, the first for organizational policies, and the second for patient service policies. Section I includes policies related to organizational leadership and performance, financial management, control of information, patient and staff safety, and human resources. Section II includes policies related to patient rights, patient assessment and care, infection control, and continuity of care. The appendixes supply sample forms and letters, and numerous other tools useful to the operation of a home health agency. A glossary of home health terms is also provided. All aspects of home health agency management and administration are encompassed in over 120 individual policies for comprehensive coverage. Each policy follows a consistent format for ease of use, and includes references, the purpose of the policy, areas of an agency that are affected, the policy statement, and the procedure for implementing the policy. The policies reference Medicare conditions of participation, national standards (JCAHO and CHAP), and federal mandates such as those from the CDC, to assist home health agencies seeking accreditation. To expedite verifiable documentation, all policies conclude with a section to be completed by the agency that specifies the persons responsible for approving and maintaining the policy, along with dates of approval, commencement, review, and revision. Policies related to emergency and disaster planning and preparedness are included, along with policies covering both patient and staff safety, to help agencies protect their patients and employees.
