Their report, issued as the result of wide and careful investigation, contains the conclusions at which they arrived and a full account of the evidence on which these were based. The conclusions themselves are of the most astonishing character, opposed as they are to popular opinion of almost all countries and all historical time. The commissioners report, in fact, that leprosy is neither hereditary, infectious, nor, except in the rarest cases, contagious. They further state their opinion that it "is not directly originated by the use of any particular food, nor by any climatic or telluric conditions, nor by insanitary conditions," but that" in the great majority of cases it originates de novo from a sequence or concurrence of causes and conditions... related to each other in ways at present imperfectly known." A special committee appoined in England to draw up a memorandum upon this report expressed their disagreement with the statement that "leprosy in the majority of cases originates de novo" also with the statement that "the extent to which leprosy is propagated by contagion and inoculation is exceedingly small." This special committee, however, agreed with the conclusion arrived at by the commissioners to the effect that " leprosy is not diffused by hereditary transmission." In support of this latter statement they refer to the emigration of one hundred and sixty lepers from Norway to North America.
