The sea was making, the Committee states, considerable ravages in each; but as it appeared, on reference to Messrs les Connetables of the three parishes of which the sea-coast was endangered, that their respective constituents were indifferent on the subject, and indisposed to make any pecuniary advances, no measures, for the purpose of guarding against an irruption of the sea, were then recommended by the Committee. The expenses attending the execution of the plans suggested by the Report, were directed to be borne at different points, in different proportions, by the crown, the island, and the land-owners whose property is in jeopardy. Where the points to be defended are exclusively or principally covered with buildings, erected for public purposes, with fortifications, or roads inapplicable to other uses than those of military communication, tlie State must certainly.be viewed as the proprietor, and M g the the charge of defending those points mnst come from the public purse. If a road is endangered, of which the public in general has the use, there also the charge of maintaining it must fall on the fund, whatever it may be, by means of which it was first formed, and is now kept in repair; but in cases where the interests of individuals alone are directly at stake, where the gain is to them if they arc attentive, and the loss if they are negligent, it does not appear very obvious, why other individuals having no direct interest, should be called on to contribute. The proprietors of the vale of Sainares, for example, have on their small scale, no better claim on the pockets of the inhabitants of St. John's or St. Mary's, than the proprietors of the Kent or Essex sea-coast have, ...
