American military institutions have been surprisingly optimistic in weighting their preparedness as they embarked on the nation's wars. Military institutions have always had considerable problems in adapting and innovating during inter-war periods. Major General Robert H. Scales, Jr., became the 44th Commandant of the U.S. Army War College in August 1997. He is a 1966 graduate from the United States Military Academy and he later received a Masters and Ph.D. in history from Duke University. General Scales served in numerous command and staff positions. His decorations include the Silver Star and the Air Medal. General Scales is the principal author of Certain Victory, the 1993 official Army account of the Gulf War. In November 2000 he retired from active duty. The above information was current when the individual worked for SSI."
