This is not a lightweight book; Ross carefully examines arguments from those on all sides of each of the specific arguments & verses he presents. This can make the book difficult to get through but it also makes it an excellent resource.
Ross goes through the Scriptures, starting in the OT, and looks at various evidences that the Law was always intended to be (and at least through the end of the NT times was) understood, not as a monolithic whole, but as a multi-part revelation. He also examines historical arguments for the threefold division.
I came away from this book with the realization that, at the very least, the modern view of the Law as a single unity is insufficient, if not altogether incorrect. For instance, it does not take into account the simple physical distinctions between the Ten Commandments, which was quite literally given "from the finger of God", and the rest of the Law, which Moses recorded. Other unrecognized evidences of a threefold division include the internal and external hierarchies of the Law; some laws were only to be followed once Israel entered the land while, elsewhere, God condemns the keeping of some laws (specifically the ceremonial) when other laws were being ignored.
Despite the somewhat exhaustive nature of this book, it does leave some areas at least partially unexplored. My biggest complaint is that Ross did not delve deeply into the question of the Sabbath in the New Testament era. I can hardly fault him for this though as the book is already quite large and the Sabbath probably deserves a separate book.
Overall, I found this to be a extremely helpful book and would highly recommend it to anyone who sincerely wants to examine the threefold division.
