This is a very dry social science book about how major national security organizations (the CIA, the Joint Chiefs of Staff, and the National Security Council) were created and why they don't necessarily work all that well. The author uses the "New Institutionalism" approach. Don't worry if you don't know what that is, she explains it very clearly.
This is a pretty specialized subject, but I found the book thought-provoking. The writing can be a bit repetitive.
